When a consulting partner or an in-house admin team already owns part of the org, we work in their sandboxes, their release process and their ticket queue, so the org keeps one design.
Every change is built in a scratch org or sandbox and deployed from source control with Salesforce DX, the sf CLI and Code Analyzer, so nobody develops in production. Licences come from Salesforce or your reseller.
