Akka or Apache Pekko?

Either. Apache Pekko is the Apache-licensed fork of Akka 2.6 and the base of Play 3; Akka continues under its commercial licence. A move from Akka 2.6 to Pekko is mostly a change of package names, configuration keys and dependencies, made module by module with the tests run after each one.

Can you move our Scala 2 code to Scala 3?

Yes. Libraries and services move module by module, with the compiler’s migration mode and Scalafix doing the mechanical rewrites, implicits turned into given instances and extension methods, and macros rewritten for Scala 3 metaprogramming. Code that Spark runs stays on Scala 2.13 for as long as Spark is built with it.
