Website development for communities and public institutions

Official websites for territorial communities and their councils, administrative service centres, schools, libraries, hospitals and other public institutions, and the services around them: online requests, a community app and chatbot and open data, built to the Ukrainian accessibility standard DSTU EN 301 549 and WCAG 2.2, and procured through Prozorro or funded by a grant.

What we build for communities and public institutions

  • The official website of a community

News, council decisions and documents, the officials and their reception hours, contacts and the community’s services, arranged so residents find what they came for and everything the community must publish has its place.

  • Websites for schools, libraries and hospitals

Sites for the institutions a community runs, built from one template with each institution’s own pages, so a school or a library publishes its news and documents without a developer.

  • Online services and requests

Appointments at the administrative service centre, applications, requests and complaints filed online, with status updates for the resident and every request reaching the right department.

  • A community app and chatbot

A mobile app or a Telegram and Viber chatbot that sends residents announcements, outage and transport schedules and news and takes their requests, fed from the same content as the website.

  • Open data

Budgets, contracts, registers and other data sets exported in machine-readable formats and published on the national open data portal data.gov.ua.

  • Accessible and secure

Pages built and tested to WCAG 2.2 AA and DSTU EN 301 549 with screen readers and keyboards, editors signing in with named accounts, and updates and backups kept up.

Hire public sector web developers

  • Dedicated public sector web developers

Public sector web developers who join your team full time, work in your tools and process, and report to your lead. You interview them; we carry the Ukrainian contract, payroll, invoicing and leave.

  • Public sector website development projects

A defined piece of public sector website development with a scope, a fixed plan and a named lead on our side who owns the result and reports progress in your channels.

  • Ongoing public sector website development

Public sector website development as a continuing service: the same people every month, a backlog you prioritise, and hours you can see in our portal and on the invoice.

The dedicated team page explains how specialists join your team, and the outsourcing page covers project delivery, take-overs and how we charge.

How we work with public bodies

Public bodies buy through Prozorro or with a grant from a donor programme, and we are open to both: a request for a commercial offer before a tender, the tender itself, or a project paid for by a grant.

The site, the domain and every account are registered to the institution, and its staff are trained to publish without us. The site is built on an open platform such as WordPress or Drupal, or in code, and the source and the documentation are handed over with it, so any future supplier can take it over.

Questions about websites for communities and public institutions

How much does a website for a community or a school cost?

It depends on the number of sections and institutions, the online services and the integrations, so the price is worked out from the scope you describe.

Can you take part in a Prozorro tender or a grant-funded project?

Yes, we are open to both: public procurement on Prozorro, where BIG TREE 108 LLC would be the bidder, and projects funded by donor programmes.

Can the site use a gov.ua domain?

Yes. A gov.ua domain is registered in the name of the public body itself, and we set up the site, the HTTPS certificate and the mail records on it.

How quickly can public sector web developers start?

When the right public sector web developer is available, the start is gated only by your interview and the NDA and IP assignment. Otherwise we run a search, which typically produces candidate profiles within two to three weeks, and nobody starts until you have said yes.

How do we hire public sector web developers through BigTree108?

Tell us the work, the seniority and the hours you need. We propose one or two people with their profiles, you interview them the way you would interview your own hire, and you sign one agreement with BIG TREE 108 LLC and receive one invoice a month.

Who owns the work they produce?

You do. Every specialist has a signed contract with BigTree108 that assigns all work product to the company, and our agreement with you assigns it onward. Code, designs and documents are delivered into your own repositories and tools, not kept where only we can change them.

Need a website for a community or an institution?

Tell us which institutions it is for, what residents should be able to do on it and how it will be procured.
